State to Offer 3 Year Road Tax & Registration Fee Exemption for EV Buyers

The Uttar Pradesh administration has announced certain advantages for individuals who purchase EVs to encourage the use of electric vehicles. The government has declared that road tax and registration fees will not be levied on the purchase of e-vehicles for three years starting from October 14, 2022. 

Furthermore, if the electric vehicles are manufactured within the state, the exemption will be in effect for five years, per the government statement. Therefore, the RTOs of all districts have been instructed to enforce the guidelines with immediate effect on behalf of the government.

According to Uttar Pradesh Electric Vehicle Manufacturing and Mobility Policy 2022, a revised notification from Principal Secretary L. Venkateshwarlu states that starting from October 14, 2022, to October 13, 2025, 100% tax exemption will be granted on electric vehicles (EV) that are sold and registered in Uttar Pradesh

Additionally, during the fourth and fifth years of the Electric Vehicle Policy, effective from October 14, 2022 to October 13, 2027, EVs manufactured, sold, and registered within the state will receive a 100% rebate.

According to the government's definition, any vehicle that relies on batteries, ultracapacitors, or fuel cells for power will be classified as an electric vehicle (EV). This includes two-wheelers, three-wheelers, and four-wheelers. Further, they also add various types of hybrid and electric vehicles, such as Strong Fuel Cell Electric Vehicles (FCEVs), Battery Electric Vehicles, Hybrid Electric Vehicles and Plug-in Hybrid Electric Vehicles.

Currently, 3,997 electric vehicles (EV) owners in Agra who were charged taxes and registration fees between October 14, 2022, will receive relief from this decision. The Divisional Transport Office (RTO) in Agra has registered 11,340 EVs, of which 3,997 were purchased between October 14, 2022, and the present time. These EVs comprise 437 e-rickshaws and 30 cars, and the remaining vehicles are two-wheelers.

In addition to the subsidy offered by the Central Government for purchasing electric vehicles, the UP Government has also granted an exemption. The combined effect of these measures will reduce on-road costs for two-wheelers by ₹15,000 to ₹20,000 and up to ₹1 lakh for cars.

The government has announced that EV registration rates in Delhi and Uttar Pradesh will be standardised, eliminating discrepancies. Additionally, a 15 percent subsidy on the factory price of electric vehicles purchased within the state will be provided as per the new policy. The subsidy amounts to ₹5,000 per vehicle for the first two lakh electric two-wheelers. Further, a maximum of ₹12,000 for the initial 50,000 electric three-wheelers. After that, it can go up to Rs. 1 lakh per vehicle, i.e., the first 25,000 electric four-wheelers.

Meanwhile, the government will subsidise up to ₹20 lakhs for each e-bus on the first 400 purchases made in the state. Additionally, a 10 percent subsidy on the factory price, up to ₹1,00,000 per vehicle, will be granted to purchase a maximum of 1000 e-goods carriers. Moreover, the government plans to motivate its employees to switch to electric vehicles and will allow them to obtain an advance for this purpose.

Another development involves the launch of 'UP Rahi', a ticket booking and passenger feedback app by CM Adityanath, aimed at enhancing the state's transportation system. This app enables passengers to book tickets online from the comfort of their homes and provide valuable feedback.

As per a government press release, this app enables users to pre-book bus travel from the convenience of their homes and provides cashless services. In addition, the release mentioned that passengers could use the app to report problems related to their journey, such as driver-conductor behaviour, bus conditions, and other related issues, and provide feedback.

The launch of this app is set to offer hassle-free travel to hundreds of thousands of bus passengers in the state. You can download this app from the Google Play store. It is accessible in both English and Hindi. 

Yuzvendra Kumar, the UPSRTC General Manager of IT, mentioned that the app would allow passengers to book tickets digitally, but registration is necessary before accessing its features. However, once registered, they can use all aspects of the app.
